MEETING MINUTES

Bloomer, Wisconsin

 September 26, 2012

 

Pursuant to due call and notice thereof a regular meeting of the Common Council of the City of Bloomer was called to order on Wednesday, September 26, 2012 at 6:00 p.m. at City Hall – Mayor Summerfield presiding.

Roll call was taken:  Mayor Summerfield, Alderpersons Meinen, Hofmann, Steinmetz and Deputy Clerk LaGesse. Attorney Thiel was absent.

All present gave pledge to the flag.

Alderperson Koehler arrived at 6:02 p.m.

Alderperson Hofmann made a motion to approve the minutes from the previous meeting (September 12, 2012) as presented.  Alderperson Steinmetz seconded the motion and all present voted aye.

Alderperson Steinmetz made a motion to approve all claims against the City and Utilities as presented.  Alderperson Meinen seconded the motion and all present voted aye. The claims were in the amounts listed below:

                        Electric Fund:                        $ 492,226.58

                        Water Fund:                         $       490.00

                        Sewer Fund:                         $   29,176.77

                        Payroll:                                $   76,428.95

AUDIENCE COMMENTS

There were no audience comments.

Mayor Summerfield asked if items 7-11 on the agenda could be discussed and approved together.  The council was in agreement.  Alderperson Hofmann made a motion to approve the agreement for Union Pacific Railroad Co. for $1055, the agreement for Northern States Power Co. for $57,383.43 and $15,000, a power house building at the substation for $44,671 from Trachte, Inc., a promissory note with NSP on the power transformer for $1665.76 and materials for substation for $30,750.93.  Alderperson Steinmetz seconded the motion and all present voted aye.

Alderperson Hofmann made a motion to approve the applications for a license to serve fermented malt beverages and intoxicating liquors for the following listed below as approved by Police Chief Jared Zwiefelhofer .  Alderperson Koehler seconded the motion and all present voted aye.

DEPARTMENT HEADS

Police Chief Jared Zwiefelhofer – no comments.

Peter Paulson, Electric Administrator – no comments.

Michael Meindel, Street, Water & Sewer Administrator reported that at the next council meeting he will have some numbers from the insurance company as to what their offer is on the city building that was burned by arson.   At that time he will make a recommendation for replacement of the building.

ALDERPERSON COMMENTS

Alderperson Steinmetz – no comments.

Alderperson Koehler received some information from Elmer Erickson, Bloomer Golf Course regarding replacing the electrical components that run the two irrigation pumps at the Golf Course. He forwarded this on to Mike Meindel who will follow up with Mr. Erickson.

Alderperson Meinen – no comments.

Alderperson Hofmann – no comments.

Alderperson Hofmann left the meeting at 6:28 p.m.

Mayor Summerfield reopened audience comments.  David Prill asked the council if the city has access to blacktop millings for his alley.  Mike Meindel stated that his alley is actually a driveway because it does not flow through.  No one was aware of any millings at this time.

MAYOR COMMENTS

Mayor Summerfield – no comments.

The Council continued to work on the 2013 budget.  Police Chief, Jared Zwiefelhofer presented his proposed budget for 2013 for the police department.  Mr. Meindel also presented preliminary construction cost estimates for York Street from Zera Street south and 8th Avenue from Ivy St. east to the school project.  No action was taken.

The Council began preliminary work on an employee handbook.  No action was taken.

Alderperson Steinmetz made a motion to go into closed session under Wis. Stats. 19.85 (1) (c) as read by Mayor Summerfield.  Alderperson Koehler seconded the motion and a roll call vote was taken: Alderperson Meinen, aye: Steinmetz, aye; Koehler, aye.

Alderperson Steinmetz made a motion to come out of closed session and report on action taken.  Alderperson Koehler seconded the motion and all present voted aye.

Alderperson Koehler made a motion to adjourn the meeting.  Alderperson Meinen seconded the motion and all present voted aye.
