MEETING MINUTES

Bloomer, Wisconsin

                                                                               September 14, 2016

Pursuant to due call and notice thereof a regular meeting of the Common Council of the City of Bloomer was called to order on Wednesday, September 14, 2016 at 6:00 p.m. at City Hall, 1503 Main Street - Mayor Steinmetz presiding.

Roll call was taken:  Mayor Steinmetz, Alderpersons Meinen, Hofmann, Jones, Koehler, Clerk Stoik and Attorney Gustafson.  

All present gave pledge to the flag.

Alderperson Koehler made a motion to approve the minutes from the previous meeting (August 24, 2016) as presented.  Alderperson Hofmann seconded the motion and all present voted aye. 

Alderperson Jones made a motion to approve all claims against the City and Utilities as presented.  Alderperson Meinen seconded the motion and all present voted aye. The claims were in the amounts listed below:

AUDIENCE COMMENTS

There were no audience comments.

Alderperson Hofmann made a motion to approve boring with Push, Inc. for the Electric Department for $12,556.  Alderperson Jones seconded the motion and all present voted aye.

Alderperson Meinen made a motion to approve Resolution 1150 – Authorized Representative to File Applications for Financial Assistance from State of Wisconsin Clean Water Fund Program.  Alderperson Koehler seconded the motion and all present voted aye.

Alderperson Hofmann made a motion to approve Resolution 1151 – Declaring Official Intent to Reimburse Expenditures to make improvements to the Wastewater Treatment System.  Alderperson Meinen seconded the motion.  Discussion:  Alderperson Koehler questioned procedures being followed by Short, Elliott & Hendrickson. All present voted aye.

Alderperson Meinen made a motion to approve ratification of the LAW – Police Union Contract for a three year term – April 1, 2016 to March 31, 2019.  Alderperson Hofmann seconded the motion and all present voted aye.

Alderperson Meinen made a motion to approve a 2% increase in pay for full-time employees for 2016, 2017 & 2018 as presented.   Alderperson Koehler seconded the motion.  Discussion:  Alderperson Jones questioned other benefits received by city employees. All present voted aye.

Alderperson Hofmann made a motion to approve selling the 1956 digger/derrick truck from the Electric Department and at Mr. Paulson’s discretion to bargain the best selling price.  Alderperson Jones seconded the motion and all present voted aye.

Alderperson Meinen made a motion to approve purchase of a new computer for the Electric Department for approx. $1,000.  Alderperson Hofmann seconded the motion and all present voted aye.

Alderperson Meinen made a motion to approve a Quit Claim Deed with Matthew & Penni Asplund and to include the consideration that was discussed in closed session at the last meeting. Alderperson Jones seconded the motion and all present voted aye.

Alderperson Koehler made a motion to approve the following temporary Class B Picnic licenses as presented.  Alderperson Hofmann seconded the motion and all present voted aye.

            *Bloomer Fire Department – Sept. 17, 2016 – 9th Avenue Fairgrounds Building

            *Bloomer Community Club – Sept. 24 & 25, 2016 – 9th Avenue Fairgrounds Bldg.

            *St. Paul’s Catholic Church – Sept. 24 & 25, 2016 – 1222 Main St.-Fall Festival

Discussion was held regarding the application received for the Derek Fest being held at the fairgrounds on September 24 & 25.  Police Chief Zwiefelhofer stated that in the past for other events, the Council has only allowed music until 1 a.m. in the morning.  The fairgrounds are located in a residential area. Alderperson Hofmann made a motion to approve the following live music and dancing licenses with changes to the Derek Fest as listed below.  Alderperson Jones seconded the motion and all present voted aye.

            *St. Paul’s Catholic Parish-Sept. 25, 2016 – 11 a.m. to 5 p.m.

            *Derek Fest, Ryan Thompson/Greg Loew –Sept. 24 & 25, 2016 – 5 p.m. to 1 a.m.

Alderperson Jones made a motion to approve applications for fermented beverages & intoxicating liquor to the following listed as reviewed and approved by Police Chief Zwiefelhofer. Alderperson Koehler seconded the motion and all present voted aye.

DEPARTMENT HEADS

Peter Paulson, Electric Administrator stated there is a planned outage in the area of the hospital for supplying service to Dove Healthcare.  Approximately 115 residences will be affected.  They have notified customers that will not have power.  They will also have Chippewa County do a mass calling one day prior to the outage.

Michael Meindel, Street, Water & Sewer Administrator informed the Council that they will be installing the computer system at the WWTP.  This had been previously approved in November 2014.  He also reported that they installed the dam leveling device on the dam.

Tony Rubenzer, Building Inspector – nothing to report.

Police Chief Jared Zwiefelhofer – nothing to report.

Attorney Dan Gustafson – nothing to report.

Clerk Stoik – nothing to report.

 ALDERPERSON COMMENTS

Alderperson Koehler talked to the property owner with the barn located in the downtown area.  She would like the building removed also, but does not have the money to tear the barn down.  He would like to see community come together and figure out a way to help her in this situation.  He would appreciate the Council to come up with ideas to help in this situation.

Alderperson Jones – no comments.

Alderperson Hoffman stated interest rates were low and at budget time, the City should consider building a new shop for the Street Department.  The current shop is not meeting their needs and is very small.

Alderperson Meinen suggested a combination building for consideration.  He also stated that all aspects of garbage service needs to be considered at budget time.  There are many options to be explored.

MAYOR COMMENTS

Mayor Steinmetz reported he had a meeting with Charlie Walker and other members of the CCEDC regarding a tour with prospective industries for sight locations.  He also reminded department heads that the new coordinator with MEUW would be in Bloomer on Friday at 8 a.m. at city hall to meet everyone.

Alderperson Meinen made a motion to adjourn the meeting.  Alderperson Hofmann seconded the motion and all present voted aye.
