Pursuant to due call and notice thereof a regular meeting of the Common Council of the City of Bloomer was called to order on Wednesday, September 23, 2015 at 6:00 p.m. at City Hall, 1503 Main Street - Mayor Meinen presiding.
Roll call was taken: Mayor Meinen, Alderpersons Meinen, Hofmann, Steinmetz, Koehler, Deputy Clerk LaGesse. Attorney Thiel – absent.
All present gave pledge to the flag.
Alderperson Meinen made a motion to approve the minutes from the previous meeting (September 9, 2015) as presented. Alderperson Hofmann seconded the motion and all present voted aye.
Alderperson Steinmetz made a motion to approve all claims against the City and Utilities as presented. Alderperson Koehler seconded the motion and all present voted aye. The claims were in the amounts listed below:

Police Chief Zwiefelhofer reported that Chippewa County no longer has a swat team and now they are part of the regional swat team MOU. Chief Zwiefelhofer is recommending Sargent Beyer be part of the team. He has attended 2 training sessions. If he gets chosen, he would begin in May 2016. The cost would be minimal and he would bring a lot of experience and knowledge back to the City. Alderperson Meinen made a motion to approve Sergeant Beyer to join the regional Swat team MOU. Alderperson Steinmetz seconded the motion and all present voted aye.
Alderperson Koehler made a motion to approve hiring a second part-time officer in the Police Department as recommended by Police Chief Zwiefelhofer. Alderperson Steinmetz seconded the motion and all present voted aye. Chief Zwiefelhofer feels this is a cost saving measure. This will be referred to the police commission.
Mayor Meinen stated that the Planning Commission had met and are recommending that sidewalk be installed on the north side of 17th Avenue from Priddy Street to Smith Street. The council requested Mike Meindel to get estimates and consider this at budget time.
Alderperson Meinen made a motion to place a moratorium on the Siting of Nonmetallic Mines or Nonmetallic Mining Processing or Transportation Facilities Pending Exploration of the Advisability of Adopting Additional Zoning Regulations in the Extraterritorial Zoning Territory as recommended by the Extra-Territorial Zoning Committee. Alderperson Hofmann seconded the motion and all present voted aye.
Discussion was held regarding the approval to increase the septage discharge fees at the Wastewater Treatment Plant facility at the September 9, 2015 regular Common Council meeting. Alderperson Koehler had been contacted by a hauler who was concerned that the rates for septage hauling charges could change every 60 days. Alderperson Koehler made a motion that the charges for septage hauling be reviewed and/or changed every 12 months. Alderperson Steinmetz seconded the motion and all present voted aye.
Alderperson Hofmann made a motion to approve Resolution 1138 – To Authorize Mayor and City Clerk to Execute Deed to Michael D. Poirier to Lot 12, Iron Horse Industrial Park Plat. Alderperson Meinen seconded the motion and all present voted aye.
Alderperson Steinmetz made a motion to approve a Class “B” Beer & Liquor Combination license for the sale of fermented malt beverages & intoxicating liquors for Joaquin Lopez – Casa Mexicana Bloomer at 1628 Woodard Road effective 09-25-15. Alderperson Hofmann seconded the motion and all present voted aye.
Alderperson Hofmann made a motion to approve applications for licenses to serve fermented malt beverages & intoxicating liquors to the following listed below as approved by Police Chief Zwiefelhofer. Alderperson Koehler seconded the motion and all present voted aye.

Michael Meindel, Street, Water & Sewer Administrator stated that besides the storm water problem by 15th and 16th Avenues, there is also a problem by Duncan Road and York Street.
He feels that we need to have SEH look at this problem. The Council was in agreement with him. Mr. Meindel also said that A-1 is working on the rip rap repair below the dam that the DNR mandated. This needs to be done by September 30th.
Peter Paulson, Electric Administrator provided the council with a copy of the electric rates that are published by the Public Service Commission for the State of Wisconsin. Last month Bloomer Electric was the 2nd lowest in the state.
Tony Rubenzer, Zoning Administrator /Building Inspector stated that the property owner at 1401 Oak Street has contacted him and is planning on removing the roof that has collapsed on his building. He may put a new roof on it at a later time.
Alderperson Meinen questioned Pete Paulson about the low power wire at Willis Park. Mr. Paulson reported it was repaired. He also stated that the Park Board would like to have the old siren tower at Willis Park removed. The Council feels that it should remain there at this time.
