MEETING MINUTES

Bloomer, Wisconsin

  September 24, 2014

Pursuant to due call and notice thereof a regular meeting of the Common Council of the City of Bloomer was called to order on Wednesday, September 24, 2014 at 6:00 p.m. at City Hall, Mayor Meinen presiding.

Roll call was taken: Mayor Meinen, Alderpersons Meinen, Hofmann, Steinmetz, Koehler, Deputy Clerk LaGesse and Attorney Thiel.

All present gave pledge to the flag.

Alderperson Hofmann made a motion to approve the minutes from the previous meeting (September 10, 2014) as presented. Alderperson Koehler seconded the motion and all present voted aye.

Alderperson Meinen made a motion to approve all claims against the City and Utilities as presented. Alderperson Steinmetz seconded the motion and all present voted aye. The claims were in the amounts listed below:

AUDIENCE COMMENTS

There were no audience comments.

Alderperson Hofmann made a motion to approve a Certified Survey Map submitted by Bloomer School District for a parcel located on the south end of Oak Street as recommended by the Planning Commission. Alderperson Steinmetz seconded the motion and all present voted aye.

Mike Meindel, Street, Water & Sewer Administrator reported that the city only received one bid for the 6th Avenue Reconstruction LRIP Project. The bid that was received was extremely high. He is recommending that we postpone the project until next spring and get new bids this winter. Mr. Meindel said we would require a time constraint so the project can be completed by the June 15, 2015 in order to meet the June 30, 2015 deadline.

Mayor Meinen recommended appointing Kim Summerfield to the Library Board. Alderperson Steinmetz made a motion to accept Mayor Meinen’s recommendation. Alderperson Hofmann seconded the motion and all present voted aye.

No action was taken to review a final rough draft of the Employee Handbook.  Deputy Clerk LaGesse stated that Attorney Mindy Dale has not yet sent us the revised draft.

Alderperson Koehler made a motion to approve a subordination request for a Housing Rehab Revolving Loan as approved by the Housing Rehab Committee. Alderperson Steinmetz seconded the motion and all present voted aye.

Alderperson Steinmetz made a motion to approve applications for a license to serve fermented malt beverages and intoxicating liquors for the following listed as approved by Police Chief Zwiefelhofer. Alderperson Hofmann seconded the motion and all present voted aye.

Peter Paulson, Electric Administrator questioned Attorney Thiel about whether the easements were signed for Golden Warriors. Attorney Thiel said they were signed and he would get Mr. Paulson a copy.

Tony Rubenzer, Building Inspector/Zoning Administrator – had nothing to report.

Michael Meindel, Street, Water & Sewer Administrator reported he has some ordinance changes requested by the DNR that need to be done. He gave them to Attorney Thiel to put together. Mr. Meindel will also have bids for a new truck and plow on the next agenda.

Police Chief Jared Zwiefelhofer – had nothing to report.

Kathy Larson, Library Director – had nothing to report.

Deputy Clerk LaGesse – had nothing to report.

ALDERPERSON COMMENTS

Alderperson Meinen – no comments.

Alderperson Hofmann – no comments.

Alderperson Steinmetz – no comments.

Alderperson Koehler – no comments.

MAYOR COMMENTS

Mayor Meinen – no comments.

Alderperson Hofmann made a motion to go into Closed Session under Wis. Stats. 19.85 ( 1 ) ( c ) as read by Mayor Meinen. Alderperson Steinmetz seconded the motion and roll call vote was taken: Alderperson Meinen, aye; Hofmann, aye; Steinmetz, aye; Koehler, aye.

Alderperson Hofmann made a motion to come out of closed session and report on action taken. Alderperson Steinmetz seconded the motion and all present voted aye. No action was taken.

Alderperson Meinen made a motion to adjourn the meeting. Alderperson Steinmetz seconded the motion and all present voted aye.
